I started by adding the little guy onto the top third of the card, he's from a stamp set called Hot Stuff from Clearly Besotted and I added a balloon from an MFT set called Birthday Bears. I then masked him off to stencil the soft clouds in the background.
I've coloured the image using Crayola pencils and added a small grassy patch to ground him, the sentiment is also from Clearly Besotted and that's it folks!
